Sterling Correctional Facility (SCF) is the state's first "mega-facility", which will house a total of 2,445 inmates when completely built. Scheduled to open its first two phases in 2003, the facility will eventually require more than 800 staff.
  It will also be protected by the state's first "lethal fence", which will save thousands of taxpayer dollars by eliminating the need to staff traditional prison towers.
